Community - Are social Organization of People where by
individuals gives up their Individuality to behave as an entity to accomplish
the common goals for their livelihood.

- Administration location with legal boundary in
a district which is small in Michungwani division and is greater to Mtaa
CHAPTER ONE
1.0 INTRODUCTION
The field wok was conducted at Ilala Ward specifically at the
Ward development activities in the field area. The 75 days field attachment was
conducted in Ilala Ward at Dar es salaam region. The field work commenced on 12
November 2018 upto 22 February 2019 The main objective of this field work was to enable student to link
between theoretical aspects leant in class and practical aspects in the field.
This assignment specifically focuses on enabling student to foster and reflect
three aspects:
i)
Student’s
appreciation in planning practices.
ii) The student’s appreciation of what might be her
responsibilities after graduation and the people she will have to work with.
iii) The student’s ability to communicate on
planning information.
- Chapter one which
contains the Ilala ward profile in brief and background information of Ilala.
- Chapter two
contains the student involvement, achievements and challenges faced Ilala
ward.
- Chapter three,
contains conclusion and recommendations
Furthermore,
the field attachment enables the trainees to get in touch to different
development processes taking place in real word working place get skills of
carrying out different activities related to their field of specialization,
develop ability to perform planning activities relevant to the field he is
pursuing and link theories in class sessions with practices. During the field
work, the trainee was attached at Ilala Ward administrative unit where the
planning and budgeting, monitoring and evaluation of development programs and
various projects are done. For instance there was an inspection on the entire
implemented project in all the four streets and particularly as the trainees
part it was done mobilization and capacity building in Ilala Ward.
1.1 Profile of the Field

Ilala
Ward is among of 36 Ward found in Dar es
salaam Region Ilala Ward is have 5 Mtaa which are
KARUME,KASULU,SHARIFUSHAMBA,and AMANA which lead by chairman and excecutive
officer .Ilala ward have 9 primary schools ,Government school are 6 and private
school are 3 and secondary school are 5 ,Government school are 3 and private
school are 2 In Ilala ward there are 7 church and 18 mosque .In Ilala ward
there are 1 government hospital ,there are 3 market which are Machinga Comlex
,Ilala Market and Kilwa Market In Ilala ward there different tribes due to
migration and different activities like business
1.2 Physical
features
1.2.1 Climatic Condition
Experiences a modified type of equatorial
climate. It is generally hot and humid throughout the year with an average
temperature of 15ºC. The hottest season is from October to March during which
temperatures can raise up to 18ºC. It is relatively cool between May and
August, with temperature around 15ºC. There are two main rain seasons; a short
rain season from October to December and a long rain season between March and
May. The average rainfall is 1023mm (lowest 800mm and highest 1300mm). Humidity
is around 96% in the mornings and 67% in the afternoons. The climate is also
influenced by the southwesterly monsoon winds from April to October and
northwesterly monsoon winds between November and March (2004).

1.3 Social Aspects
1.3.1 Health services
The model of health services
delivery in districts in Tanzania based on preventive, primitive and curative
care. The line of operation starts from the dispensary, health center to the
Municipal hospital. The mission of municipal Council is to ensure that health
beneficiaries are provided with affordable and good quality of care at its
health facilities and also to enhance preventive health services at facility
and community level. The Municipal medical officer of health (MMOH/DMO) through
the council health Management Team (CHMT) plays the role of managing, coordinating
and supervising of all health services provided in 86 public health facilities,
167 private health facilities,12 Parastatal health facilities and 16 voluntary
health facilities. Through the Basket Grant, and other sources of funds, the
office of MMOH has operational plans for every year which implemented according
to schedule with 4 Targets namely:
- Management and Coordination
- Administration of resources,
personnel, material and financial.
- Planning services through
training, research, monitoring, supervision and evaluation.
- To improve provision of quality,
preventive, curative and promoted health programmers.

1.3.2
Education services
According to the Education Act
No.25 of 1978 and amendment of 1995 interprets that; primary education means
full-time education given during the first seven years of formal education in
accordance with syllabus approved by the commissioner. The following
interventionists (measures) are expected to improve the situation of primary
school education in the Ward.
·
To improve the environment through
conducting proper survey for school age children
·
To ensure that every classroom has
enough desks for all pupils (1:3)
·
To enhance teacher’s performance and
effectiveness through regular seminars, workshops and refresher courses.
The education facilities are
shortage in the Ward in improvement of education status. The essential
facilities smooth learning as indicated by the extent of inadequacy ranged from
9% to 14%.

1.3.3
Water services
Water is importance to provide to
the social service in the community. In Ilala ward stakeholders use water taps sources
to supply water in community. The people who use water.
1.3.4 Roads
Ilala
Ward is somehow well serviced by inter-ward transport link which supported with
roads in the central line of the buses, min-buses, bicycle and motor cycle as
means of transport and transportation. The transport system which available in
the field area support to transfer goods and services from different parts of
Tanzania
1.4
Economic Aspects
Economically Ilala Ward achieved
many things in terms of business
1.4.1 Business
As a Ilala Ward it is very much
developed in business, many people engage in business for selling and buying
goods; there people which engage in small business (Machinga) and also the large scale traders which buying and selling
different goods from outside the region.
1.4.2 Livestock
The scale of livestock keeping is
small and subsistence purpose therefore people obtained meet for livestock
chickens, ducks.
1.5 Cultural Aspects
1.5.1
Traditional beliefs
By
having culture inside the community helps to make us into social environment
and guide us in satisfying our needs and adjusting the group, always culture
pass from one generation to another generations through socialization process.
Without language values and norms we can determine that is no cultural aspects
took place around the community.
1.5.2
Festival
This
festival practice by the tradition style during the specific time and majority
celebrate with their traditional food according to the formation of other
festival in different sex and age by follows their traditional in their certain
area.

CHAPTER TWO
2.0 PRESENTATION OF EXPERIENCE FROM THE FIELD
2.1 Description of students’
involvement in the Mtaa activities
During
my field work Ilala Ward I have been assigned to work under the Ward executive
officer in relation to other department such as Community Development Officer
(CDO) Health Officer (HO) Ward Education Officer (WEO) and Agriculture Officer
(AO)
The
following are the activities performed during my practical training
In
a nutshell, this part aims at explaining how the involvement in different
activities during the whole period of my field attachment the activities
through which learnt the success and challenges of Ilala Ward as a
representative of most if not all ward street which are operating the same way
as Operating.
The
arriving date at Ilala Ward, office was in 12 November 2018and met with WEO,
MEO, and CDO. The reporting day was only for orientation in which used to
recognize and knowing different sectors and individual workers to work with.
After introduction we started to work with community development sector, in
which we spent much of the office time concentrating on visiting some
institution especially Kasulu Secondary analyzing their necessary needs for
teachers and student success.
Also
we used much of my knowledge on organizing meetings (open meetings) with people
at the Ward see how and when they are involved in development planning
processes; As facilitator we provide the office the best way of identifying
needs of the people and how to solve their problems and conflicts of the Ward by
applying some method of looking for
solution.
2.2 ACHIEVEMENTS AND CHALLENGES FACED BY THE WARD
2.2.1 Achievement

ü Collaborate Security
Achievement
which has registered within the Ward is collaborate security their achievement
influencing and maintaining the peace and security in the Ward people
themselves organized together and they select the same people among of them who
can from strong group security to controlling and fighting for any crime and
violence within the Ward.
ü Improvement of infrastructure
Among
of the achievement which has registered within the Ward is improvement of
infrastructure such as roads, electricity and water services; people who lives
in the Ward get clean water and within the Ward there are Passable roads which
helps people for travelling in different places.
ü Good governance and accountability
Ilala
Ward government has succeed in provision of good governance and accountability
to their people to provide services like follow the number of court cases
outstanding continued to decline whereby for primary court the number of
resolved cases act of total outstanding issue increased freedom of speech for
all people in Ilala Ward
2.2.2 Challenges
Faced by Ilala Ward
ü Environment Pollution
Is
among of the challenges faced by Ilala ward, these is simply because some of
the houses in the Ilala ward has no dust bins and dust hole, therefore some few
areas has full rubbish and bad smell that can lend to eruption of diseases.
2.2.3 Challenge faced by student
during the field work
Ø High number of illiteracy people at Ilala ward ;
this was an obstacle that appear during a field work, this was act as problem
into archive and spreading development strategies into society, due to the low
understanding among people
Ø Obstacle in data collection about
different business; actually I was got challenge
especially in this activities of data collection, into business man around the
Ilala ward, I was got hard time when you need some of important data from
business man but he/she did not want to give you data and still he/she needs to
ask you a lot of question which have not any value.
Ø Challenge in the issue of solving cases;
but also during my field work I was got a challenge during solving different
cases and this is due a lot of people around a Ilala ward , they do not
understand well the rules and laws to be followed.
CHAPTER THREE
3.0 CONCLUSION AND RECOMMENDATION
3.1 Conclusion
Generally
the study observed that are problem of provision of social services like
education and health services. In the Ilala ward there is seven Secondary
school . The demand of the people in the education sector is high and in school
there are few of classes that leads some of student who need to started
standard one return home because there no space.
In
health services there are only government hospital which helps people within
the Ilala ward, also in the Ilala ward there are 3 primary schools also there
is no material of the office like computer and photocopy machines in order to
simplify work because some form need to be typed but there are neither computer
nor photocopy machines.
3.2 Recommendations
Because
of those problem of provision of social services the government must improve
the education services due to some children delaying to start primary school
and then the student who sturdy far from home to secondary school government
must build even one secondary school which can help the student to sturdy near
to their home so that they will reduce some cost like travel every day. So the
government must improve the education services in the Mtaa in order people to
have skills and knowledge, also the government must improve the office services
because sometimes workers of the office can’t do some like typing and other
works which need machine like computer in order to simplify work.
